Urban Water Management Plan

The Urban Water Management Plan (UWMP) serves as Jurupa Community Services District’s long-range strategy for ensuring a reliable and resilient water supply for the communities it serves. Prepared in accordance with California’s Urban Water Management Planning Act, the plan evaluates current and projected water demands, available water supplies, conservation efforts, drought preparedness, and water supply reliability through 2050.

The 2025 UWMP reflects JCSD’s commitment to proactive planning and responsible water resource management. Through strategic investments, regional partnerships, water use efficiency, and the development of new and diversified water supplies, JCSD is prepared to meet the long-term water needs of the communities of Eastvale and Jurupa Valley.

In 1983, the State of California Legislature enacted the Urban Water Management Planning Act (UWMP Act). The law required an urban water supplier providing water for municipal purposes to more than 3,000 customers or serving more than 3,000 acre-feet per year (AFY) to adopt a UWMP every five years. This UWMP must demonstrate water supply reliability under both normal and drought conditions. The UWMP Act applies to wholesale and retail water supplier.

The purpose of the 2025 UWMP is to outline progress toward conservation and supply reliability goals since JCSD’s 2020 UWMP was prepared, as well as outline long-term plans to meet projected water demands while also assessing the impact of long-term drought and climate change. The identification of future opportunities for water supplies in the UWMP neither commits JCSD to any stated endeavor, nor precludes them from exploring a different project that is not identified in the UWMP.

Another purpose of this document is to inform the local wholesale water providers about JCSD’s projected population and projected need for water supplies. JCSD is within the service area of the following wholesale water suppliers: Western Municipal Water District (Western) and Chino Basin Desalter Authority (CDA).

The UWMP is a valuable planning tool used for multiple purposes, including:
• Providing a standardized methodology for water utilities to assess their water resource needs and availability.
• Serving as a resource to the community and other interested parties regarding water supply and demand, conservation, and other water-related information.
• Providing a key source of information for cities and counties when considering approval of proposed new developments and preparing regional long-range planning documents, such as city and county General Plans.
• Informing other regional and Statewide water planning efforts, such as Integrated Regional Water Management Plans and the California Water Plan.

Water Shortage Contingency Plan

The Water Shortage Contingency Plan (WSCP) provides JCSD with a framework for preparing for and responding to potential water shortages caused by drought, water quality challenges, infrastructure or power disruptions, regulatory requirements, or other emergency conditions. The plan establishes procedures for evaluating water supply and demand and uses a five-stage shortage framework with progressively increasing conservation measures and response actions based on the severity of conditions. Through annual assessments, advance planning, and clearly defined response measures, the WSCP helps JCSD minimize service disruptions, protect public health and safety, and maintain a reliable water supply during shortage conditions.

A WSCP establishes procedures for conducting annual water supply and demand assessments, evaluating system reliability, declaring water shortage stages, implementing shortage response actions, and communicating with customers and stakeholders during shortage conditions. Through advanced planning, defined response measures, and clear implementation procedures, the WSCP promotes accountability, operational consistency, and transparency to help JCSD maintain reliable supplies.

A water shortage occurs when the water supply available is insufficient to meet the normally expected customer water use at a given point in time. A shortage may occur due to a number of reasons. This includes water supply quality changes, climate change, drought, regional power outages, emergencies, and catastrophic events (e.g., earthquake). Additionally, the State of California may declare a statewide drought emergency and mandate that water suppliers reduce demands. The WSCP provides a structured and proactive approach for managing these conditions in a manner intended to minimize service disruptions, protect public health and safety, maintain regulatory compliance, and preserve long-term water supply reliability.
