Jurupa Community Services District Mourns the Loss of Former Board Member Richard “Dickie” Simmons
Jurupa Valley, CA (July 30, 2023) – It is with profound sadness that Jurupa Community Services District (JCSD) announces the passing of Richard “Dickie” Simmons, a former member of the JCSD Board of Directors. Mr. Simmons’ unwavering dedication and contributions to the community have left a mark on the hearts of many.
Mr. Simmons served on the JCSD Board of Directors from 2016 through 2020, serving as President in his final year on the Board. He was integral in shaping many policies and critical projects during his tenure at JCSD.
Beyond his service on the JCSD Board of Directors, Mr. Simmons was actively involved in his community. He passionately advocated for Eastvale’s “cityhood,” eventually being appointed to the Eastvale City Council. Furthermore, he also served on the Eastvale Schools Committee, Eastvale Parks Commission, and took leadership roles in the Eleanor Roosevelt High School Football Booster Club and Baseball Booster Club. He was deeply committed to the success of local schools and recreational programs.
A United States Marine Corps veteran and having served in Vietnam, Mr. Simmons exemplified dedication and sacrifice in serving his country. Following his military service, he continued public service through the Los Angeles Police Department for nearly 30 years. Additionally, Mr. Simmons was a board deputy for Los Angeles County Supervisor Don Knabe for 17 years, demonstrating his commitment to public service and community welfare.
“I am truly saddened over the loss of Director Dickie Simmons. He was not just a colleague but a friend. He had a joie de vivre like nobody else, and his infectious happiness will be missed,” said Lupe Nava, President of the JCSD Board of Directors. “Our thoughts are with his wife, Lourdes, and the entire Simmons family. May his love and spirit for community live on through those that knew him.”
Chris Berch, General Manager at JCSD, added, “Dickie was an amazing person who brought kindness, laughter and a drive for public service to all those around him. The JCSD family is heartbroken, but his legacy will continue to inspire us as we strive to uphold the values he cherished.”
Mr. Simmons’ legacy will live on through the positive changes he brought to our community and the lives he touched. The family will announce funeral arrangements and memorial services at a later date.
