The JCSD Parks & Recreation Department strives to efficiently and effectively utilize available resources in the development and maintenance of quality park facilities and provide safe, fun, and diverse recreational opportunities which enrich the quality of life for residents and visitors alike.

History

The Jurupa Community Services District (JCSD) was formed in 1956 to provide wastewater services to the Jurupa Valley area of western Riverside County. In 1966, services expanded to include water system planning and operations. Over the years, the JCSD’s service area grew to its current of over 40 square miles and serving over 130,000 residents and various commercial/industrial facilities.

As the service area known as the “Eastvale Area” grew, several residents reached out to JCSD to inquire about the possibility of adding parks and recreation services to their responsibilities. As a result, in 1996, JCSD worked with the County of Riverside to formulate the Comprehensive Parks & Recreation Plan for the Eastvale area. Revised multiple times over the next seven years, the plan ultimately included the creation of a park territory, the design of a complex park system, and funding mechanisms for development and ongoing maintenance through special assessments.

JCSD stands as the premier parks and recreation provider to the Eastvale community, delivering award-winning programs and services that enhance residents’ quality of life. Highlighting this commitment to excellence, on September 10, 2021, the CAPRA Commission formally approved JCSD’s reaccreditation, with an impressive 100% score by meeting all 154 standards.

The JCSD Parks & Recreation Department is comprised of three divisions: Administration, Park/Facility Maintenance and Operations, and Recreation / Community Services. Together, they manage over 250 acres of parkland, including 15 parks, various facilities, and frontage landscaping, while also offering a wide range of recreation programs, activities, and special events.

Awards and recognition from local, statewide, and national organizations assure residents they are receiving high-quality facilities and programs that meet the highest standards set forth by athletic, parks, and recreation professionals across the United States.

National Accreditation

CAPRA

In 2015, the JCSD Parks & Recreation Department joined the ranks of elite park and recreation agencies across the country by earning accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and the National Recreation and Park Association (NRPA). CAPRA accreditation is the only national accreditation for park and recreation agencies and is a measure of an agency’s overall quality of operations, management, and service to the community. This mark of distinction indicates that an agency has met rigorous standards related to the management and administration of lands, facilities, resources, programs, safety and services.

On September 10, 2021, JCSD was reaccredited by the CAPRA Commission, scoring 100% by meeting all 154 standards.

SCMAF2014 Outstanding New Recreation Facility – Eastvale Community Park

This award recognizes new or significantly expanded recreation facilities developed by Southern California Municipal Athletic Federation Member Agencies. The recreation facility must have opened to the public during the past twelve (12) months, with a construction cost of at least $500,000.
