Jurupa Valley, CA (June 25, 2026)–Jurupa Community Services District (JCSD) has once again been recognized with the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award for its Operating and Capital Improvement Biennial Budget for Fiscal Years 2025–2026 and 2026–2027. The award recognizes JCSD’s seventh and eighth consecutive years of budget excellence, reflecting the District’s continued commitment to transparent, responsible, and effective financial planning.

In addition to receiving the Distinguished Budget Presentation Award, JCSD earned Special Recognition for Performance Measures, awarded when all three independent reviewers assign the highest possible score in a specific evaluation category. This recognition highlights JCSD’s outstanding use of performance measures to communicate organizational goals, measure results, and demonstrate accountability to the public.

The Distinguished Budget Presentation Award is among the highest forms of recognition in governmental budgeting where recipients must satisfy nationally recognized guidelines for effective budget presentation. To earn the award, budget documents are evaluated using a comprehensive, point-based scoring system that measures how effectively they serve as a policy document, financial plan, operations guide, and communication tool.

“This prestigious honor illustrates JCSD’s continued dedication to fiscal responsibility,” said JCSD Board President Anthony Herda. “Earning this distinction reflects the District’s broader commitment to accountable governance of resources to build trust and provide outstanding service to the community.”

The GFOA is an international professional association representing public finance officials throughout the United States and Canada. Founded in 1906, the association’s mission is to advance excellence in public finance.
