Jurupa Valley, CA (December 10, 2025)—At its recent Board Meeting, the Jurupa Community Services District (JCSD) Board of Directors selected its 2026 Board Officers. Division 5 Director Anthony Herda was appointed President, and Division 1 Director Kenneth J. McLaughlin will serve as Vice President.
President Herda, a resident of Eastvale since 2017, brings extensive experience to his new role. He has worked as a water resources engineer for more than seventeen years and currently serves as a Senior Principal Engineer. He is licensed in California and Hawaii and is an active member of professional industry organizations, where he has published and presented research on water infrastructure and conservation. President Herda holds an MBA from Azusa Pacific University, a Bachelor of Science in Civil Engineering from Sacramento State University, and a Bachelor of Music in Composition from the University of Southern California.

President Herda has represented Division 5 since 2022. Division 5 is located in Eastvale, east of Harrison Avenue and west of Hamner Avenue. Vice President McLaughlin is JCSD’s longest serving Board Director, having served on the Board since 2000. Vice President McLaughlin represents Division 1 in Jurupa Valley.
