Jurupa Community Services District and Fontana Water Company Forge Water Exchange Agreement
The Fontana Interconnection Agreement Enhances Water Security for Both Agencies
Jurupa Valley, CA (February 29, 204) – In a significant step towards regional water security, Jurupa Community Services District (JCSD) and Fontana Water Company (FWC) entered into the Fontana Interconnection Agreement. Approved by the California Public Utilities Commission, this collaborative arrangement allows JCSD to acquire crucial water resources from FWC in exchange for JCSD’s Chino Basin water rights.
The Fontana Interconnection Agreement will provide JCSD with immediate access to essential water supplies and allow FWC to receive JCSD’s Chino Basin water rights in return. These water rights enable FWC to access stored water in the Chino Basin, securing future water availability. The arrangement represents a pivotal move towards optimizing water resource management within both communities.
“This project is yet another example of JCSD ensuring reliable water service for years to come,” said Anthony Herda, JCSD Board Director and Chair of the Engineering and Operations Committee. “By diversifying our water portfolio, we can maximize economic and operational efficiencies to secure future supply reliability.”
Fontana Water Company is one of the largest investor-owned water utilities in California. Their water supply is produced from local Lytle Creek surface flows, State Water Project, and numerous groundwater wells in and around the City of Fontana. In winter, when FWC’s local surface water supplies exceed demand, the Fontana Interconnection Agreement will give them the ability to transfer water to JCSD if desired.

Despite recent storms and improvements in regional water availability, JCSD and FWC recognize the necessity of proactive and flexible water resource management for the future. The Fontana Interconnection Agreement will enhance adaptability in addressing water supply needs in wet and dry years and emergency scenarios.
