Jurupa Valley, CA (May 22, 2025) – Fitch Ratings has affirmed its ‘AA+’ rating on the Jurupa Community Services District’s (JCSD) Water and Sewer Certificates of Participation Series 2010B, with a Positive Outlook for each. These affirmations reflect JCSD’s long-standing commitment to financial stewardship, operational resilience, and investment in sustainable infrastructure.
According to Fitch’s rating commentary, JCSD’s water and sewer systems continue to maintain exceptionally strong financial profiles. The Positive Outlook suggests potential for a future upgrade, contingent upon sustained financial performance and adherence to strategic initiatives.
JCSD provides essential water and wastewater services to more than 140,000 residents across Eastvale and Jurupa Valley. These ‘AA+’ ratings are based on multiple strengths identified by Fitch, including financial transparency and sound governance that has strengthened public trust in JCSD’s long-term capital improvement strategy.

JCSD’s water and sewer systems have each maintained extremely low leverage while funding capital improvement programs that ensure system reliability, environmental compliance, and capacity for regional growth. Both systems are supported by diversified revenue streams, including rate revenues, capacity fees, and grant funding.
In addition to strong bond ratings, JCSD continues to expand customer-focused programs like its Customer Care Program, offering resources and assistance to those facing financial hardship. JCSD also promotes conservation through education and financial incentives to help customers lower their water usage and monthly bills.
