Jurupa Valley, CA (July 14, 2025)—The Jurupa Community Services District (JCSD) Parks & Recreation Department was formally recognized on the floor of the California State Assembly as one of the state’s premier providers of parks and recreation services. Assemblymember Leticia Castillo (AD-58) presented a resolution during the Assembly’s floor session on Thursday as part of the commemoration of July as Parks & Recreation Month
A delegation of JCSD leaders traveled to Sacramento to receive the honor, including Board Directors Kenneth J. McLaughlin, Lupe Nava, Bart Moreno, General Manager Chris Berch, and leadership staff from the Parks & Recreation Department. The recognition highlighted JCSD’s longstanding commitment to community well-being, innovation, and excellence in service to the Eastvale Community. This is the second time in as many years that JCSD has been recognized in the State Capitol, the first being its recognition in the State Senate last year for being named California’s Wastewater Collections System of the Year.
“Through their vision and leadership, JCSD has become a model for public agencies throughout California,” said Assemblymember Castillo. “Their dedication to enhancing quality of life through parks and programming continues to make a meaningful impact in Eastvale and beyond.”
In 2021, JCSD was reaccredited by the Commission for Accreditation of Park and Recreation Agencies (CAPRA) with a perfect score, meeting 100% of 154 rigorous national standards. JCSD is one of only five agencies in California to hold this accreditation and one of fewer than 205 nationwide.
JCSD has also received numerous Awards of Excellence from both the California Park & Recreation Society (CPRS) and the California Association of Recreation and Park Districts (CARPD), including recent recognition for its innovative intergenerational “Students & Seniors” program and the Teen CREW youth leadership initiative, which won CARPD’s Outstanding Program Award. These accolades reflect the department’s mission to deliver equitable, inclusive, and forward-thinking recreational services to a diverse and growing community.

Founded in 1956, JCSD expanded in 2003 to provide parks and recreation services to the growing Eastvale community. Since then, it has transformed the local landscape with award-winning programs, modern facilities, and signature events. Today, JCSD manages over 240 acres of parkland across 15 parks, including playgrounds, sports fields, trails, and community centers like the Eastvale Community Center and The Desi House, which serve as hubs for year-round classes, leagues, and events for all ages.
As the 40th anniversary of National Parks & Recreation Month concludes, JCSD’s State Assembly recognition highlights the vital role local parks play in community health, youth development, and quality of life.
