Jurupa Community Services District Secures Nearly $25 Million in State Funding for Recycled Water Project

Jurupa Valley, CA (May 26, 2022) – Jurupa Community Services District (JCSD) has secured nearly $25 million in state funding for its Recycled Water Project (Project) through a grant award and low-interest loan.

JCSD was recently awarded a $5 million grant through Proposition 68 funding for the Project. Proposition 68 was approved by California voters in June 2018 to fund parks, water, environmental, and flood protection infrastructure projects throughout the state.

The grant award is supplemented by JCSD’s recent agreement with the State Water Resources Control Board (SWRCB) for a loan of $19.4 million through the Clean Water State Revolving Fund (CWSRF). The funding has an extremely low-interest rate of 0.8% over a 30-year term. CWSRF is a financial assistance program for a wide range of valuable water infrastructure projects through a partnership between the United States Environmental Protection Agency and state governments.

“JCSD is committed to innovative solutions such as recycled water that help diversify our water portfolio with a drought-resilient water supply,” said JCSD Board President Kenneth McLaughlin. “Securing these funds helps offset a significant portion of the amount that JCSD has budgeted for the Project.”

As California’s drought conditions worsen, the Project plays a critical role in JCSD’s long-term response to drought and water conservation. Upon completion, the Project will offset precious potable water supplies by serving nearly 200 million gallons of recycled water to irrigation customers in Eastvale and Jurupa Valley. Irrigation customers include parks, schools, landscape irrigation along streets, and commercial properties.

JCSD works aggressively to identify grants and other funding opportunities for its projects to offset costs to its ratepayers. Earlier this year, JCSD sought additional grant funding from the United States Bureau of Reclamation’s Title XVI program, with a decision expected in the coming months.
