JCSD provides safe, high-quality water to over 140,000 customers every day. This is accomplished with a highly trained workforce and well-maintained equipment. All untreated water, including water from “pure” streams and lakes, contains varying levels of natural and man-made contaminants. The treatment process removes or reduces contaminants to levels that meet or exceed Federal and State drinking water health standards. The wastewater system and wastewater treatment are services that are often taken for granted until a problem erupts and can’t be ignored. There are over 26,000 homes and businesses that are connected to JCSD’s sewer main, which transports wastewater to our collection facility. After treatment, the waste is discharged to the Pacific Ocean.
JCSD staff is available 24 hours a day, seven days a week to assist with water and wastewater emergencies at (951) 685-7434.
The Board of Directors last approved water and wastewater rate adjustments on April 8, 2024. That action implemented a 5-year Rate Plan through December 2029. In conjunction with the District’s consultant, Robert D. Niehaus (RDN), staff conducted a Comprehensive Cost of Service and Rate Study to evaluate the financial health of the District. District Staff has held two Public Water and Wastewater Rate Workshops on January 25, 2024, and February 12, 2024. Rates need to be adequate to cover costs while ensuring that costs are equitably allocated, so that rates are fair and in proportion to the services received by each customer class. The Rate Study models the costs of operating and maintaining the utility system for the next five years.
