Cities and Counties serve a broad array of purposes that protect the public health, safety and welfare of their residents. Special Districts, such as JCSD, serve a specific purpose; for JCSD the purpose is water, sewer, graffiti abatement, lighting maintenance, landscape maintenance, and parks and recreation services.

The Board conducts public meetings  on the 2^nd and 4^th Monday of each month.  Additionally, the Board has several committees that focus on various areas/functions such as Water Operations, Sewer Operations, Parks and Recreations, etc. Two Board members are assigned to serve on various committees to provide an in-depth discussion on items brought forth to the committee.  If items require action, it is then brought to the full Board for further discussion and action.
