Message from Chris Berch, General Manager

As appointed by the Board of Directors to serve as the General Manager of Jurupa Community Services District (JCSD), it is my pleasure to serve the residents of Jurupa Valley and Eastvale.  It is my responsibility to provide leadership and implement policies at the direction of the Board of Directors.  JCSD’s adopted Strategic Plan aids JCSD staff in achieving JCSD’s Mission of providing water, sewer, parks and recreation, graffiti abatement and other essential services to our communities.

There have been many changes since we formed in 1956 but our commitment to our communities remains the same.  As our area continues to grow and be challenged by increasing demand and constrained water supplies, JCSD is planning and investing in ways to ensure long-term financial stability and to enhance the efficiency, reliability, and security of our infrastructure.  JCSD aggressively manages water resources, developing a diversified water supply portfolio to ensure water supplies of high quality and quantity are available for existing and future customers.  JCSD also partners with other agencies to provide adequate sewage collection and disposal of wastewater consistent with regulations.  It is our goal to take JCSD into the future by strengthening the organization and securing reliable water supplies for our customers.

Our Parks territory, located in the City of Eastvale, provides a high level of Parks and Recreation accredited services to our community.  Since late 2007, our Parks and Recreation Department has evolved from a park’s maintenance department to a fully-fledged, nationally accredited Parks and Recreation Department.  Our residents, community leaders, and civic organizations help us in evaluating and meeting the community’s needs through a variety of methods to ensure the process is as inclusive as possible and has the greatest benefit to our residents.  Currently, JCSD provides hundreds of recreation programs for families, including programming for off-track, before-school and after-school programs, and annual community events.  With the opening of the Eastvale Community Center in 2012, JCSD has gained an additional 35,000 square foot facility that has a gymnasium, banquet facility, meeting rooms, kitchen, classrooms, and office related spaces.
