Meet Your Board of Directors
The Board of Directors is the legislative governing body for JCSD and is responsible for developing and implementing laws that govern the community services provided within its jurisdiction. Each of the five Board Members is elected to four-year staggered terms by registered voters who reside within the JCSD service territory. To ensure that each area has equal representation, JCSD’s service area is divided into five divisions. The full Board of Directors conducts public meetings on the 2nd and 4th Mondays of each month.
President Betty Folsom – Division No. 3
Ms. Folsom has been a resident of the Indian Hills area of Jurupa Valley since 1971. She is a retired educator with twenty five years of service as a high school teacher, counselor, and administrator in the Jurupa Unified School District and the Riverside County Office of Education. She holds a Bachelor of Arts degree and Secondary Teaching Credential from Cal State University Fullerton, and a Master of Education degree from Azusa Pacific University.
She has earned numerous credentials and certificates related to Administration and Student Support Services, and has served on state and federal task forces and committees dedicated to the education, health and well being of children. Her children and grandchildren have all attended JUSD schools. An Advisory Board member at the Rubidoux Family Resource Center, Ms. Folsom also currently serves as the Club Administrator for the Rotary Club of Jurupa Valley.
Ms. Folsom was appointed to the JCSD Board in November 2017; and her current term will end in 2022.
Vice President Ken J. McLaughlin - Division No. 1
Ken McLaughlin ran for office in order to actively better his community. Mr. McLaughlin and his wife Roberta were both born and raised in the area, where they have had the privilege of raising their son Jeffery.
Mr. McLaughlin was an active employee for Walt Disney Company where he served as Chairman of the 401K Committee. On this committee, he helped initiate the 401K Plan, which enabled 50,000 cast member’s entitlement to a retirement plan. After serving the Disney Company for 11 years, Mr. McLaughlin worked for TXI Riverside Cement Company as a Maintenance Supervisor. At TXI, Mr. McLaughlin also took an interest in bettering his environment and served on the Board of TXI Riverside’s Credit Union. Mr. McLaughlin currently works as the Director of Public Works for the Soboba Band of Luiseno Indians located in San Jacinto.
In his spare time during the past few years, Mr. McLaughlin has enjoyed volunteering as a fire fighter for Glen Avon’s Fire Department, serving as a member of the Business Advisory Council and Republican National Congressional Committee.
Mr. McLaughlin was appointed to the Board in 2000, was elected in 2001 and re-elected in 2005, 2010, 2014, and 2018; his current term will end in 2022.
Director Jane Anderson - Division No. 5
Jane Anderson moved to Riverside County in 1999 with her husband Mike, daughter and grandchildren. Shortly thereafter she became involved in the Community and co-founded the Eastvale Community Committee. She retired from the Jurupa Valley Citizens Patrol in December 2020 after 16 plus years of service, is CERT (Community Emergency Response Team) trained and SERT (Sheriff's Emergency Response Team) trained.
Her background includes seven years in Real Estate, bookkeeping for a major corporation, and later was elevated to internal Corporate Investigations. Prior to retiring, she managed a company for 20 years. The past 13 years she has committed herself as a volunteer to the communities of Jurupa Valley and Eastvale by using her business and personal skills. Jane is highly committed to the interests of the residents of the Jurupa Community Services District.
Mrs. Anderson currently serves as JCSD's representative of the Western Riverside County Regional Wastewater Authority (WRCRWA).
Mrs. Anderson was first elected in 2007; her current term will end in 2022.
Director Lupe R. Nava - Division No. 2
Lupe Nava moved to Jurupa Valley in 2019 and was a resident of Eastvale for 16 years prior. She is a Safety and Regulatory Training Administrator at Metropolitan Water District of Southern California, where she has been employed for 25 years. She holds a Bachelor of Arts degree in Public Administration and completed the Level 2 Water Treatment Certification course.
Mrs. Nava has been involved in the community including coaching youth soccer and as an editor/writer for the Eastvale Edition which evolved into the JCSD Parks and Recreation publication. As one of the leads for the Eastvale Events Committee, she helped establish annual events such as the Fall Festival and Picnic in the Park. Now in Jurupa Valley, she is a member of the Jurupa Valley Citizens Patrol.
Mrs. Nava joined the Board to use her education, experience, and history of community service to serve as a voice for both the Eastvale and Jurupa Valley communities as well as the entire JCSD service area.
Ms. Nava was first appointed in 2020; her current term will end in 2024.
Director Bart Moreno - Division No. 4
Bart Moreno is a life-long resident of the city of Eastvale. He grew up working on his family farm that was once located on Hamner Avenue. He attended local schools in the Jurupa Unified School District and graduated from Rubidoux High School. He then went on to earn his associate degree from Riverside Community College and then earned a Bachelor of Arts from Cal State University, San Bernardino. As an avid learner, he is currently pursuing his Master in Business Administration degree from Cal Baptist University. Once he completes his masters, he intends on pursing a doctoral degree.
Mr. Moreno lives in the city of Eastvale with his wife and two daughters, Paxton and Presley, who both attended Eastvale elementary schools and graduated from Roosevelt High School in Eastvale.
Mr. Moreno has served as the Booster Club President for the Girls High School Soccer Program for two years, when his daughters were in high school. He is currently serving on the Board of Directors for the Eastvale Chamber of Commerce.
Mr. Moreno worked for the San Bernardino County Probation Department for 13 years. He also worked as a Real Estate Broker for many years. He is currently working as the Executive Sports Manager at the SilverLakes Sports Complex in Norco, which is a 130-acre full-service sports complex in our community. Mr. Moreno is eager to work with the Jurupa Community Services District community and staff.
Mr. Moreno was first appointed in 2020; his current term will end in 2024.
