Meet Your Board of Directors
The Board of Directors is the legislative governing body for JCSD and is responsible for developing and implementing laws that govern the community services provided within its jurisdiction. Each of the five Board Members is elected to four-year staggered terms by registered voters who reside within the JCSD service territory. To ensure that each area has equal representation, JCSD’s service area is divided into five divisions. The Board of Directors conducts public meetings on the 2nd and 4th Mondays of each month. Scheduled meetings are viewable on the website calendar. Current agendas, packets, and minutes are available online. Archived agendas, packets, and minutes older than three months are also online. President Bart Moreno - Division No. 4
Director Moreno is a lifelong resident of the area now known as the City of Eastvale. Director Moreno grew up working on his family farm, previously located on Hamner Avenue. He attended local schools in the Jurupa Unified School District and graduated from Rubidoux High School. While playing football, Director Moreno earned his associate degree from Riverside Community College. Director Moreno earned a Bachelor of Arts from Cal State University, San Bernardino, and a Masters degree in Business Administration from Cal Baptist University. Director Moreno is now pursuing a doctoral degree in business administration from Cal Baptist University.
In 2022, Supervisor Karen Spiegel appointed Director Moreno as Commissioner on the District Advisory Commission (DAC) for Riverside County Parks. Director Moreno previously worked for the San Bernardino County Probation Department for 13 years as a Real Estate Broker. Director Moreno currently works as the Director of Sports Operations and Community Outreach at the Silver Lakes Sports Complex in Norco.
Mr. Moreno was first appointed in 2020; his current term will end in 2024.
Vice President Betty Folsom – Division No. 3
Ms. Folsom has been a resident of the Indian Hills area of Jurupa Valley since 1971. She is a retired educator with twenty-five years of service as a high school teacher, counselor, and administrator in the Jurupa Unified School District and the Riverside County Office of Education. She holds a Bachelor of Arts degree and Secondary Teaching Credential from Cal State University Fullerton, and a Master of Education degree from Azusa Pacific University.
She has earned numerous credentials and certificates related to Administration and Student Support Services and has served on state and federal task forces and committees dedicated to the education, health, and wellbeing of children. Her children and grandchildren have all attended JUSD schools. An Advisory Board member at the Rubidoux Family Resource Center, Ms. Folsom also currently serves as the Club Administrator for the Rotary Club of Jurupa Valley.
Ms. Folsom was appointed to the JCSD Board in November 2017, and was elected 2022; her current term will end in 2026.
Director Anthony Herda - Division No. 5
Anthony Herda moved to Eastvale in 2017, bringing with him a wealth of professional experience. Director Herda has served as a water resources engineer in the western United States for over fifteen years, with licenses in California and Hawaii. He is currently an Associate Vice President at Carollo Engineers.
Director Herda is an active member of the American Water Works Association, where he published and presented a white paper on steel water tank design to resist earthquakes. Additionally, Director Herda is a member of the American Society of Civil Engineers, where he published and presented a white paper on the normalization of water demand as a method to monitor the efficacy of water conservation programs.
In addition to his professional experience, Director Herda provides leadership and mentorship as an advisor at the UC Riverside Extension for professional studies in business. He trains junior engineers and technicians in hydraulic computer modeling, infrastructure master planning, and strategic planning.
Educationally, Director Herda holds a Master of Business Administration, with a concentration in Strategic Analysis, from Azusa Pacific University. Director Herda completed his undergraduate studies with a Bachelor of Science degree in Civil Engineering from Sacramento State University and a Bachelor of Music degree in Music Composition from the University of Southern California.
Mr. Herda was first elected in 2022; his current term will end in 2026.
