Updated Resources - Having Trouble Paying Your Bill?
We understand that some customers may be facing financial difficulties due to COVID-19, and we are committed to working with those who need assistance paying their bills. JCSD has been proactive in assisting customers through payment plans, the Customer Care Program, community resources, and a two-year suspension of water shutoffs. As water shutoffs resumed in March 2022, JCSD encourages customers who have past due balances to contact Customer Service at (951) 685-7434.
Below, please find assistance options for customers having difficulties paying their bills:
Payment PlanContact us! Our Customer Service Team is eager to work with you to develop a personal and manageable payment plan based on what you can pay. We urge you to reach out to us at (951) 685-7434 during our normal business hours. Payments can also be made 24 hours a day, seven days a week through our automated system or online at www.JCSD.us/BillPay.
Customer Care Program
We have our own in-house Customer Care Program that assists eligible low-income households with their JCSD bill. It is partially funded by our own employees and knocks $10 off your bill each month. Once approved, you will be enrolled for a calendar year, but you’ll need to reapply each year. Funding is limited, so we encourage you to apply as soon as possible.
California Water and Wastewater Arrearage Payment Program (CWWAPP)
As part of its commitment to assist customers facing financial difficulties, JCSD has applied for and posted credits through the new CWWAPP. The State Water Resources Control Board administers this state-funded program to provide relief for community water and wastewater systems for unpaid bills due to the pandemic. This funding covered debt from residential and commercial customers accrued between March 4, 2020 – June 15,2021. No customer action is needed, as JCSD has already applied these credits where they were applicable.
In addition to our bill-pay assistance, we encourage you to explore other options.
- Community Action Partnership (CAP) of Riverside County - Funded by Community Services Block Grants (CSBG) to assist low-income Riverside County families on their utility bills, CAP is the local agency for applying for LIHWAP or LIHEAP grants. Check this website to see what utility assistance programs are currently available to those that live in Riverside County.
- NEW! Low Income Household Water Assistance Program (LIHWAP) - is a temporary emergency program starting on June 3, 2022 to help low-income families with assistance on past due water and wastewater bills. LIHWAP is a grant that does not have to be repaid, with assistance on past due bill of up to $2,000.
- California Low Income Home Energy Assistance Program (LIHEAP) - is a federally funded program that helps with the cost of heating and cooling homes. This program is currently open and accepting applications.
- United Lift Assistance Program - United Lift is a joint effort by Lift to Rise, Inland SoCal United Way, and the County of Riverside that provides rental and utility bill assistance to help keep Riverside County Families safe. Funding for this temporary program is limited so we encourage those who may benefit to contact United Lift.
