Parks and Recreational Facilities
Maintaining the aesthetic beauty and overall health of designated public areas is a top priority for JCSD. The Parks crew responsible for this task can be seen throughout the service area on a daily basis, including weekends, to make sure these areas are properly maintained. Areas that are maintained by JCSD include frontage landscaping in designated public areas and various parks and facilities in Eastvale.
The responsibility of various frontage landscaping falls under the responsibility of various entities which include:
- JCSD Parks and Recreation
- Homeowners Associations
- Commercial/Private Properties
Currently, JCSD manages approximately 3.7 million square feet of public frontage landscaping in the City of Eastvale and approximately 1.5 million square feet of landscaping in the City of Jurupa Valley. As residential developments are completed and homes are sold, designated areas within the development that were once the responsibility of the developer/home builder eventually become the responsibility of JCSD as a result of the formation of a Community Facilities District, commonly known as a CFD.
Other areas that may appear to be a public area or a right-of-way may actually fall under the responsibility of a private homeowner’s association, a commercial property, or a housing developer. Based on agreements that are in place between the home builder and JCSD, the maintenance and responsibility of certain areas of a housing development may be transferred over to JCSD.

Parks and Public Facilities
Public parks and community facilities are maintained through a combination of parks maintenance staff and contractors. With an array of public facilities and 13 parks in the City of Eastvale, the parks maintenance team is responsible for:
- Lawn care
- Landscaping within the parks
- Custodial services for the restrooms
- Preparation of athletic fields,including game day field preparation
- Repair and upkeep of amenities
These amenities include:
- Barbecue grills
- Basketball courts
- Baseball/Softball fields
- Batting Cages
- Community/Neighborhood Centers
- Dog parks with agility equipment
- Frisbee golf course
- Jogging/Running/Biking trail
- Picnic shelters/gazebos
- Playground equipment
- Skateboard parks
- Snack bar for event use
- Soccer fields
- Tennis Courts
- Water play areas
Adopt-A-Park is a district-wide program that recruits and trains residents to assist in the general care and maintenance of neighborhood parks, trails, and other parkland on District property. How the Parks Service Territory Was Formed
In 1996, JCSD formulated and approved a Park Plan for a portion of its service area known as the Eastvale area. In order to finance the acquisition and improvement of parkland and the development of community facilities, Community Facilities Districts (CFDs) were formed. Forty-three (43) CFDs have been formed to date.
