Meet Your Board of Directors
The Board of Directors is the legislative governing body for JCSD and is responsible for developing and implementing laws that govern the services provided within the jurisdiction of its community services. Each of the five Board Members is elected to four-year terms by registered voters who reside within the JCSD service territory. To ensure that each area has equal representation, JCSD’s service area is divided into five divisions. The full Board of Directors conducts public meetings on the 2nd and 4th Monday of each month. The Board President appoints each member to serve on Board Committees.
President Ken J. McLaughlin - Division No. 1
Ken McLaughlin ran for office in order to actively better his community. Mr. McLaughlin and his wife Roberta were both born and raised in the area, where they have had the privilege of raising their son Jeffery.
Mr. McLaughlin was an active employee for Walt Disney Company where he served as Chairman of the 401K Committee. On this committee, he helped initiate the 401K Plan, which enabled 50,000 cast member’s entitlement to a retirement plan. After serving the Disney Company for 11 years, Mr. McLaughlin worked for TXI Riverside Cement Company as a Maintenance Supervisor. At TXI, Mr. McLaughlin also took an interest in bettering his environment and served on the Board of TXI Riverside’s Credit Union. Mr. McLaughlin currently works as the Director of Public Works for the Soboba Band of Luiseno Indians located in San Jacinto.
In his spare time during the past few years, Mr. McLaughlin has enjoyed volunteering as a fire fighter for Glen Avon’s Fire Department, serving as a member of the Business Advisory Council and Republican National Congressional Committee.
Mr. McLaughlin was appointed to the Board in 2000, was elected in 2001 and re-elected in 2005, 2010 and 2014; his current term will end in 2018.
Vice President Betty Anderson - Division No. 2
Betty Anderson has been a resident of Mira Loma since 1989. She and her husband, Stephen, have four adult children: three sons, one daughter, a son-in-law, a daughter-in-law and two grandchildren. Betty worked for seven years with Jurupa Unified School District (JUSD) at Rubidoux High School and now works for Fontana Unified School District at Chaparral and Shadow Hills Elementary Schools.
During the last 19 years in Mira Loma, Betty has volunteered with JUSD in many capacities including, Jurupa Valley High School Band Boosters and the District Advisory Council. She also coached soccer with AYSO Region 462. Betty recently became a volunteer with the Jurupa Citizens Corps and is CERT (Community Emergency Response Team) trained. She became involved with H.O.M.E (Helping Our Mira Loma Environment) after becoming concerned about the air quality in Mira Loma. As the result of her concern for the quality of life in the greater Jurupa Valley area, Betty joined the Board to ensure the quality of water for its citizens.
Mrs. Anderson has served as JCSD's representative of the Chino Basin Desalter Authority (CDA), a joint powers authority.
Mrs. Anderson was first elected in 2007; her current term will end in 2020.
Director Joan E. Roberts - Division No. 3
Joan E. Roberts was appointed by the JCSD Board of Directors in July 2015. Joan is a lifelong resident of Jurupa Valley and is a business owner in Jurupa Valley. Ms. Roberts believes in collaborating with neighboring water agencies to enhance the reliability of long term water supplies and encouraging the use of recycled water and conservation practices.
Currently the President of Roberts & Associates and owner of Visiting Angels of Riverside County, Ms. Roberts has many years of experience working in the community. Ms. Roberts also holds a Bachelor’s degree and a Master’s degree in Communicative Disorders from the University of Redlands. Her Ph.D. in Education is from the University of California, Riverside. Ms. Roberts currently serves on the Riverside Community College Foundation, the Riverside Medical Center Foundation and the Janet Goeske Center Foundation.
Ms. Roberts currently serves as JCSD's representative of the Regional Advisory Committee (RAC) and as an alternate representative of the Western Riverside County Regional Wastewater Authority (WRCRWA).
Ms. Roberts was appointed in July 2015; her current term will end in 2018.
Director Jane Anderson - Division No. 5
Jane Anderson moved to Riverside County in 1999 with her husband Mike, daughter, son-in-law and grandchildren. Shortly thereafter she became involved in the Community and co-founded the Eastvale Community Committee. She is a member of the Jurupa Valley Citizens Patrol, a member of Jurupa Citizen Corps, is CERT (Community Emergency Response Team) trained and SERT (Sheriff's Emergency Response Team) trained.
Her background includes seven years in Real Estate, bookkeeping for a major corporation, and later was elevated to internal Corporate Investigations. Prior to retiring, she managed a company for 20 years. The past 12 years she has committed herself as a volunteer to the communities of Jurupa Valley and Eastvale by using her business and personal skills. Jane is highly committed to the interests of the residents of the Jurupa Community Services District.
Mrs. Anderson currently serves as JCSD's representative of the Western Riverside County Regional Wastewater Authority (WRCRWA) and as an alternate representative of the Regional Advisory Committee (RAC).

Director Richard “Dickie” Simmons – Division No. 4
Richard ”Dickie” Simmons is a long time City of Eastvale resident and community volunteer. He has served on the City of Eastvale council, Eastvale Schools Committee and as the City of Eastvale’s representative on the Eastvale Parks Committee.
Mr. Simmons served in the U.S. Marine Corps and is also a Vietnam Veteran. He was with the Los Angeles Police Department for nearly 30 years and was a board deputy for Los Angeles County Supervisor Don Knabe for 17 years.
Since moving to the City of Eastvale in 2002, he has served as the president of the Roosevelt High School Football Booster Club and was vice-president of the Baseball Booster Club. Mr. Simmons was a strong advocate for Eastvale “Cityhood” and is a very well-known figure around JCSD’s service area.
Mr. Simmons was first elected in 2016, his current term will end in 2020.
