Background Information on the Urban Water Management Plan (UWMP)
As required by the California Department of Water Resources (DWR), an Urban Water Management Plan (UWMP) is prepared by California's urban water suppliers to support long-term resource planning objectives and to ensure adequate water supplies are available to meet existing and future water demands both locally and statewide. JCSD is required to assess the reliability of its water resources over a 20-year planning horizon and to submit its findings to DWR for acceptance. DWR then reviews the plan to ensure that JCSD has completed the requirements identified in the Urban Water Management Planning Act (Act), Division 6 Part 2.6 of the State Water Code §10610 - 10656. Per code, this version of the UWMP must be adopted by July 1, 2011 through a public hearing and submitted to DWR by August 1, 2011.
Meeting the Requirements of the UWMP Act
JCSD prepared its 2010 UWMP in accordance with the Act and SBX7-7. After successfully completing its public notification and public hearing process, JCSD adopted its 2010 UWMP on May 23, 2011, by Board resolution (see link below). In accordance with Water Code section 10644(a), JCSD sent a hardcopy and a digital copy of the Plan to DWR for filing on June 3, 2011.
Concurrently, JCSD submitted a copy of the UWMP to the California State Library, and any city or county within which JCSD provides water supplies within thirty (30) days after the UWMP adoption date, as previously stated, per Water Code sections 10644(a) and 10635(b).
In accordance with Water Code section 10645, JCSD is providing the UWMP for public review not later than thirty (30) days after filing the plan with DWR. The plan is available for public review by accessing the links shown below or by accessing a plan hardcopy located at the front desk of JCSD’s main office.
